The Three Main Pathways to Citizenship
1. Citizenship by Conferral (Most Common)
This is for permanent residents (PR) and eligible New Zealand citizens living in Australia. To be eligible in 2026, you must meet the General Residence Requirement:
4-Year Lawful Residence: You must have lived in Australia on a valid visa for the 4 years immediately before applying.
12-Month PR Status: You must have held permanent residency (or an SCV for Kiwis) for at least the last 12 months.
Absence Limits: You must not have been outside Australia for more than 12 months in total over the 4-year period, and no more than 90 days in the 12 months before you apply.
2. Citizenship by Descent
If you were born outside Australia but at least one of your parents was an Australian citizen at the time of your birth, you are likely eligible for citizenship by descent. You must register your citizenship before you can apply for an Australian passport.
3. Citizenship by Birth
A child born in Australia is not automatically a citizen unless at least one parent is an Australian citizen or permanent resident at the time of the birth.
The 10-Year Rule: If a child is born in Australia to parents on temporary visas (like students or workers) and stays in Australia for the first 10 years of their life, they automatically become a citizen on their 10th birthday.
New Rules for New Zealand Citizens (2026 Update)
Since July 2023, New Zealanders holding a Special Category Visa (Subclass 444) have a direct pathway. In 2026:
NZ citizens are considered "permanent residents" for citizenship purposes.
If you have lived in Australia for 4 years, you can apply directly for citizenship without needing to apply for a PR visa first.

1. Can I apply for citizenship if I am on a Bridging Visa?
Time spent on a Bridging Visa counts toward your 4-year lawful residence requirement, provided you were in Australia at the time. However, you cannot lodge your citizenship application until you hold a Permanent Residency visa.
2. Does my time as an international student count?
Yes. Any time spent in Australia on a valid substantive visa (Student, 482, 485, etc.) counts toward the 4-year residency requirement. However, you still must have held PR for the final 12 months before applying.
3. What happens if I fail the citizenship test?
Don't worry—you can retake the test. Most people are given another opportunity on the same day or can reschedule for a later date. There is no limit on how many times you can attempt it, though you may need to pay a new fee after several failures.
4. I am over 60. Do I have to sit the test?
No. Applicants aged 60 and over (and those under 18) are exempt from the citizenship test. You will still need to attend an interview to confirm your identity and basic English.
5. Can I hold dual citizenship?
Australia allows dual citizenship. However, you must check if your original country allows it. Some countries (such as India and China) require you to renounce your original citizenship once you become an Australian citizen.
